Neighborhood award for 623 3rd St NW
 
The neighborhood would like to recognize the Karlinsey's as this year's recipient of the CUDE award (Committee on Urban Design and Environment). This award is in recognitions of Rehabilitation/Renovation/Addition within the public or commercial sector. See the CUDE website for past years awards to other Kutzky Park residents.

Local crime
 
The bathhouse in the park at the 13 hundred block was spray painted on Wednesday night. Police were called but the kids ran. They are neighborhood kids. One is a 13-15 year old white boy about 5'6" to 5'8" with freckles. The other is a black boy same size with cornrows. They are both about 120lbs and ware oversize blue padded jackets. They have both been seen down in the park playing basketball but are thought to live in the 800 or 900 block somewhere.

If anyone knows anything about this, they should call the Police's non-emergency number 285-8580

Lourdes Task Force meeting notes
 
Bellow is the meeting notes from Lourdes Task Force meeting that occurred on Wednesday November 9th. As of now, they are leaning towards building a new school off site. They provide a web link for people to provide opinions and feedback as well as a survey www.lourdesfuture.org.

Neighborhood leaders meeting to discuss crime rate
 
A Neighborhood leaders meeting will be held at the Knights of Columbus Hall tonight, November 9th at 7:00pm to discuss crime rate

KPNA Meeting Minutes
October 13, 2005

I. Call to Order: Nels Pierson, 7:01pm
II. Welcome of guests
1. Police Officer Ann Hanson was introduced and had no new news to report.
2. Mayor Ardell Brede was introduced and gave his support to the KPNA, seeing KPNA as a model of positive change in Rochester Neighborhoods.
3. Marcia Marcoux gave an update on the weed complaint reported at September meeting. Complaint was turned in to the parks department and a citation was issued.
4. Mike Podulke, County Commissioner
5. Phil Wheeler, Director of Rochester Planning and Zoning.
III. Officers Reports
1. Secretary's report: Minutes approved.
2. Treasurer's report: No new business.
3. President's report:
a. Follow up with Doug Nelson with public works regarding the sewer problem. The storm sewer system was designed with 10 years in minds and the city sees no issues of concern.
b. Neighborhood watch update. Neighborhood watch training was held in beginning of October. Dave emphasized the importance of knowing your neighbors and vehicles around your home.
4. Redevelopment Group:
a. Kellie Threinen gave a report of the meeting last week. About 15 people came to give input and brainstorm redevelopment in Kutzky Park.
IV. Imaging Kutzky Presentation
1. Overview of Imaging Kutzky: Stephanie Kilen. Stephanie gave the background of Imagine Kutzky, the visioning process, organizing, gathering data, and a summary of the visioning of Imagine Kutzky.
2. Zoning issues and neighborhood conditions: Andy Masterpole. Andy presented the difference between land use and zoning, defining current zoning regulations, current land use plans and residential zoning uses in Kutzky Park. In addition, Andy defined what a special district would entail and compared the current zoning with the proposed overlay district.
3. Discussion of design guidelines to guide development of structures. These guidelines include height, bulk, and scale of structures, parking, pedestrian guidelines, single-family home guidelines, and the possibility of a design review board.
4. Discussion in small groups. Groups answered the following questions: What types of design guidelines would you like to see? What are concerns for current neighborhood development?
5. Group Reports:
- Concerns with properties on 2nd St. SW—Mayo purchasing properties
- Residential: Concern that change is not considerate of neighborhood
- Rental properties, lack of maintenance.
- Proposal of a social activity to beautify properties
- Encourage the use of brick in development
- Some residents reluctant to have a committee for remodeling and redevelopment.
- Concern with wide siding being replaced with narrow wood.
- Paving of yards & backyards to increase parking.
- Suggestion of providing design sources contractors, and tools for residents.
- Limiting drive-throughs
- More green space
- Concern about tearing down homes to make larger structures
- Exposed outdoor staircases.
6. What's Next? Imagine Kutzky will be meeting with the planning department to further investigate and develop this plan. Also, additional information will be given at upcoming KPNA meetings.

Kutzky Park cleanup
 
This Saturday, November 5th at 9:00am, KPNA is organizing their fall Kutzky Park cleanup. We will be stationed at the pavilion. Supplies will be provided as well as cookies and hot cocoa. Bring the whole family, more hands the better. Please come and help clean the park for which our neighborhood is named after.
